The General Division of the Common Pleas Court has original jurisdiction to hear all adult felony criminal cases and all civil cases regardless of the dollar amount in controversy. The Court also has the authority to issue injunctions and certain legal writs. The Court has appellate jurisdiction over the decisions of some state and local administrative agencies, boards, and commissions.

The Domestic Relations Division of the Common Pleas Court hears civil cases of families involved in divorce or dissolution of marriage, as well as child custody and child support after a marriage has terminated.

Other County Courts
The Clinton County Juvenile/Probate Court handles a wide range of matters involving both youth and families. The Juvenile Court hears cases involving children under eighteen years of age, including allegations of abuse, neglect, and dependency, as well as delinquency, unruly behavior, traffic violations, and custody or child support issues where the parties were never married. The Probate Court presides over matters such as Last Will and Testaments, estate administration, guardianships of minors and adults, conservatorships, trusts, adoptions, marriage licenses, name changes, corrections of birth records, and other various civil proceedings.

The Clinton County Municipal Court is a separate branch of the judiciary that has jurisdiction over misdemeanor traffic & criminal offenses as well as civil actions where the amount in controversy is $15,000 or less and evictions
